Review alleges major fraud at Lloyds Bristol unit committed An independent review into the handling of historic fraud allegations against Lloyds Bank has been shown new documents said to allege a "major fraud" may have been committed. Several business owners alleged they have been ruined by the firms business support unit based in Bristol. Avon and Somerset Police said it had found no evidence any criminal offences had been committed. But up to 200 alleged victims say their claims were not properly investigated. Last year, Avon and Somerset Police asked Thames Valley Police to conduct a review into allegations made against the financial institution. Thames Valley police and crime commissioner (PCC) Anthony Stansfeld oversaw the successful prosecution of corrupt financiers from HBOS in Reading for a multi-million pound loans scam that destroyed several businesses. Thames Valley Police officers have now interviewed one alleged victim, property investor Kashif Shabir, whose documents were not passed to them by the Avon and Somerset force. Mr Stansfeld has written to the Avon and Somerset crime panel stating the documents "strongly indicated that a major fraud" had been committed against Mr Shabir.

Bank of England governor Bailey, who was chief executive of the Financial Conduct Authority (FCA) when the fraud was uncovered, and Horta-Osorio, boss of HBOSs owner Lloyds, are accused of mistreating victims and failing to oversee an adequate compensation scheme. Horta-Osorio has also been slapped with a formal complaint from the influential All Party Parliamentary Group (APPG) on Fair Business Banking, which wrote to the FCA regarding his conduct. The HBOS Reading scandal is separate to the crisis that brought HBOS to the brink of collapse in 2008, which is still being investigated by the FCA. Between 2003 and 2007 six bankers and advisers connected to the Reading branch milked millions of pounds from business customers to go on luxury holidays and pay for prostitutes. Lloyds, which bought HBOS in 2008, promised to compensate the near-200 victims who lost their livelihoods. But a review of the compensation process by lawyer Sir Ross Cranston in 2019 found it was not fair or reasonable. Lloyds set up an ongoing independent panel, chaired by retired judge Sir David Foskett, to review all the victims claims. But in a letter sent in December to FCA boss Nikhil Rathi, the APPGs chairman Kevin Hollinrake said there were similar ongoing denials of responsibility by the bank in the new review.

£Billion lockdown loan scheme fraud UK COVID loan scheme could lose £26 billion from fraud, defaults says watchdog - Criminals may have made billions of pounds by exploiting a government loan scheme to help British businesses hit by the COVID-19 pandemic, while large losses are expected from firms unable to repay, the country’s spending watchdog has said. The Bounce Back Loan Scheme was launched in early May, allowing banks quickly to lend businesses up to 50,000 pounds ($64,875) with 100% state guarantee. The National Audit Office (NAO) said on Wednesday that, while the scheme succeeded in providing fast support to small firms, the government faced a potential loss of between 15 and 26 billion pounds from fraud and default, although the estimates were “highly uncertain”. “Unfortunately, the cost to the taxpayer has the potential to be very high, if the estimated losses turn out to be correct,” Gareth Davies, the NAO head said. According to the government’s business department (BEIS) and the British Business Bank, the scheme is expected to lend 38-48 billion pounds by Nov. 4, well in excess of the 18-26 billion originally envisaged, the NAO said. By early September, more than 1.2 million loans had been made at a value of nearly 37 billion pounds, mainly to businesses with a turnover below 632,000 pounds. To speed up the process, the scheme relied on self-certification and no credit checks for existing customers. The NAO said BEIS and the British Business Bank had estimated 35-60% of borrowers might default on their loans, with a third-party review finding there was a very high level of fraud risk through multiple applications and criminals taking money they had no intention of repaying.

For some businesses it could provide a lifeline, allowing them to trade beyond the coronavirus crisis. The ruling could cost the insurance sector hundreds of millions of pounds. The City watchdog, the Financial Conduct Authority (FCA), brought the test case, with eight insurers agreeing to take part in proceedings. One of the insurers set to make significant payouts is Hiscox, which was challenged by thousands of its policyholders as part of the case. Richard Leedham, who represented the Hiscox Action Group - on behalf of small businesses, said: "This is a landmark victory for a small group of businesses who took on a huge insurance player and have been fully vindicated. "What is important now is that Hiscox accepts the Supreme Courts verdict and starts paying out to its policy holders, many of whom are in danger of going under".

Court backlog caused by pandemic Covid and the courts: Grave concerns for justice, warn watchdogs Four criminal justice watchdogs for England and Wales have warned they have "grave concerns" about the impact of court backlogs caused by the pandemic. The inspectorates for policing, prisons, probation and prosecutions say issues it has caused could damage the criminal justice system for years. It comes after figures revealed the backlog in the crown courts has reached 54,000 unheard cases. That means some crimes from last year will not go before a jury before 2022. The inspectorates say the unprecedented situation in the courts is having a ripple effect across all of criminal justice. Court work slowed and, in the case of jury trials, stopped during the first part of the pandemic, when the lockdown advised people to stay at home, except for certain circumstances. While it has now crept back up, with social distancing measures in place, the watchdogs warn continuing delays will increase the likelihood of damage to the entire justice system. Justin Russell, the chief inspector of probation, said: "Crown courts deal with the most serious cases, so this backlog concerns us all. The Covid-19 pandemic has meant severe delays and numerous cancellations throughout 2020, and this has had a negative impact on everyone involved. "Delays mean victims must wait longer for cases to be heard. Some will withdraw support for prosecutions because they have lost faith in the process. "Witnesses will find it difficult to recall events that took place many months ago, and prosecutors waste significant periods of time preparing for cases that do not go ahead."

Everyone who tests positive for coronavirus could soon receive a one-off payment of £500, in a government move to persuade more people to get a test and self-isolate after a positive result. The dramatic plan being considered by ministers follows research that suggested only 17% of people with COVID-19 symptoms come forward to get a test because they fear losing their income if they stop working. The proposal, which would cost the government a massive £453m a week or £2bn a month, is revealed in a leaked 16-page policy document drawn up by Matt Hancocks Department of Health and Social Care (DHSC).

Part two - Mar20 Face mask adverts banned for wrongly claiming to prevent coronavirus - Government spreading FAKE NEWS FEAR through lies - Government to discontinue Covid ad accusing joggers or those exercising of being highly likely to have the virus. Controversial advert condemned for spreading false information and risking scaring people into physical inactivity. By Ben Rumsby 21 January 2021 - A Government advert that says joggers and dog-walkers are "highly likely" to have Covid is to be discontinued after the regulator said there was no evidence to support the claim. The Telegraph can reveal that the Cabinet Office has also agreed not to repeat the claim made in the 30-second radio ad – which also warns that "people will die" if individuals "bend the rules" – after being contacted by the Advertising Standards Authority (ASA). The taxpayer-funded advert was condemned by MPs and public health experts for spreading "false information" and risking "scaring" people into physical inactivity during the third national lockdown. The ASA said it had received complaints and would "assess those carefully to establish whether there are any grounds for further action". A spokesman said: "We have contacted the Cabinet Office with the concerns that have been raised about its claim, in a radio ad, that it is highly likely that individuals such as joggers and dog-walkers have Covid-19. "Our rules require that advertisers hold robust documentary evidence to prove claims that are capable of substantiation. We have received an assurance from the Cabinet Office that the ad will be discontinued by early next week and the claim about individuals being highly likely to have Covid-19 will not be repeated. "On that basis, as the Cabinet Office has worked with us to swiftly address and resolve this matter without the need for formal investigation, we consider the matter closed." The ASA said it was also assessing complaints about a similar ad about supermarket trolleys, as well as a poster about takeaway coffee headlined "Dont Let a Coffee Cost Lives", but had yet to contact the Government about those. According to the most recent official data, one in 50 people in England was estimated to have Covid between December 27 and January 2, rising to one in 30 in London, which would mean individuals are unlikely – rather than highly likely – to have the virus. Under ASA rules, adverts must be "legal, decent, honest and truthful". The full Government advert says: "Someone jogging, walking their dog or working out in the park is highly likely to have Covid-19. This is a national health emergency. Around one in three people have no symptoms and are spreading it without knowing. So exercise locally. If youre on your own, you can meet one other person. But keep your distance. Exercise, dont socialise. And wash your hands the moment you get home. Stop the spread. Stick to the rules. If you bend the rules, people will die. Stay home, protect the NHS, save lives." Professor Gabriel Scally, the president of epidemiology and public health at the Royal Society of Medicine and a member of Independent Sage, called the ad "appalling". He said: "The first rule of public health communication is to be truthful. False information undermines trust and respect, often achieving entirely the opposite objective to that intended." The former sports minister Tracey Crouch also urged the Government to "rethink this advert that seems to blame those exercising for spreading Covid", saying: "We know that activity, which is allowed under Government guidance, is good for peoples physical and mental well-being, and this ad could end up scaring people not to do [it], storing up health issues for the future." The Cabinet Office declined to comment, but The Telegraph has been told the ad will cease at the end of the current campaign phase this weekend.

Guests fled from the strictly Orthodox Charedi Jewish school when the police arrived. The organisers face a £10,000 fine for breaking lockdown rules. The Met originally claimed that about 400 guests were at the gathering. In a statement, the school said its hall had been leased out. A spokesman for the school, whose principal Rabbi Avrahom Pinter died in April after contracting coronavirus, said "we had no knowledge that the wedding was taking place". He added: "We are absolutely horrified about last nights event and condemn it in the strongest possible terms." Boris Johnson supports the police for "taking action against people who flagrantly and selfishly ignore the rules", according to the prime ministers official spokesman. The spokesman said: "Large gatherings such as that pose a health risk, not just to those who attend but those who they live with or others who they may come into contact with."

The cycle threshold (Ct) needed to detect virus is inversely proportional to the patient’s viral load. Where test results do not correspond with the clinical presentation, a new specimen should be taken and retested using the same or different NAT technology. WHO reminds IVD users that disease prevalence alters the predictive value of test results; as disease prevalence decreases, the risk of false positive increases (2). This means that the probability that a person who has a positive result (SARS-CoV-2 detected) is truly infected with SARS-CoV-2 decreases as prevalence decreases, irrespective of the claimed specificity. Most PCR assays are indicated as an aid for diagnosis, therefore, health care providers must consider any result in combination with timing of sampling, specimen type, assay specifics, clinical observations, patient history, confirmed status of any contacts, and epidemiological information.

Assaf Kaplan will work in the office of Labour leader Keir Starmer, a source with knowledge of the hire said. Kaplan was in Israeli military intelligence for nearly five years, an officer in Unit 8200, its cyberwarfare branch. Unit 8200 specializes in spying, hacking and encryption. It carries out blackmail, mass surveillance and systematic discrimination against Palestinians. In 2014, a group of whistleblowers detailed how the unit spies on Palestinian civilians living under Israeli military occupation. According to his LinkedIn profile, Kaplan was in the Israeli army’s military intelligence division from May 2009 to November 2013. He was a Unit 8200 intelligence analyst and later an officer.

In addition to live reports of persons, including a government minister being lynched, his broadcast cleverly mixed supposed band music from the Savoy Hotel with the hotels purported destruction by trench mortars. The Houses of Parliament and the clock tower were also said to have been flattened - Holy terror: BBC, 1926, The First Great Radio Hoax - By Paul Slade - “Unemployed demonstration in London. The crowd has now passed along Whitehall and, at the suggestion of Mr Popplebury, Secretary of the National Movement for Abolishing Theatre Queues, is preparing to demolish the Houses of Parliament with trench mortars. [...] The clock tower, 320 feet in height, has just fallen to the ground, together with the famous clock Big Ben, which used to strike the hours on a bell weighing nine tons.” - Ronald Knox, Broadcasting the Barricades, January 16, 1926. “Hundreds of people rang up amazed newspaper offices, asking for details and saying they had heard it from the BBC. In the West of England, rumours were still going round yesterday morning and anxious enquiries were made of the police as to the truth of the report.” - Daily Mirror, January 18, 1926. From reports which have just come to hand, it appears that Sir Theophilus Gooch, who was on his way to this station, has been intercepted by the remnants of the crowd still collected in Trafalgar Square, and is being roasted alive. [...] He is now being roasted alive by a crowd in Trafalgar Square.” At this, the BBC cut to the Savoy band again. There was another burst of music, and then an announcement that the crowd marching down Whitehall had reached the Houses of Parliament, and were preparing to fire trench mortars at Londons most famous landmark. “The clock tower, 320 feet in height, has just fallen to the ground, together with the famous clock Big Ben,” the announcer told astonished listeners. Worse was to come. “One moment, please. Fresh reports, which have just come to hand, announce that the crowd have secured the person of Mr Wotherspoon, the Minister of Traffic, who was attempting to make his escape in disguise. He has now been hanged from a lamp-post in the Vauxhall Bridge Road.” Once again, the BBC patched listeners through to the Savoys band. But this time the music was quickly interrupted by a loud explosion. “Hello everybody,” the announcer cut in. “London calling. The Savoy Hotel has now been blown up by the crowd. That noise which you heard just now was the Savoy Hotel being blown up by the crowd. [...] One moment, please. The more unruly members of the crowd are now approaching the British Broadcasting Companys London station with a threatening demeanour. One moment, please.” As the rioters reached BBC headquarters, accounts of their progress came to a close, replaced by an hour of assorted music. The BBCs 2LO was then Britains only radio station, television was still a decade away, and there would be no newspapers until the following day. "Within 10 minutes, I could tell that my breathing pattern had changed. I was having to dig deeper into my diaphragm to breathe," said Coun Akhtar. "My breathing went and I started to feel a bit nervous and clammy. I wasnt sure what was going on. But I tried to ignore it and told myself it would pass." Feeling uneasy, Coun Akhtar returned home expecting the unpleasant side-effects to soon pass. But his condition rapidly deteriorated. Adverse Reactions To Covid Vaccines – what they are not telling you This blog-post is going to speak for itself in comments from a Facebook Group “Covid-19 Vaccinations, Reactions and Feedback.” The group is very even-handed encouraging comment from those happy to take a vaccine as well as those who have taken a vaccine and had adverse reactions. There is something like a 50/50 balance of comment and it is fair to add that if someone has not had an adverse reaction they are possibly less likely to make a comment. This post is only concentrating on those who have had adverse reactions. Why? Because their stories are not being told in the mainstream. It is legitimate to question the reason for mainstream being so prejudiced in favour of the whole population being vaccinated. With the exception of one the names of people who have made comments have been edited out but all the comments are genuine. They cover the last week or so. First let me share with you the photograph of a screen from a medical computer at a vaccination hospital centre. It is page 11 from 570 pages of logged adverse reactions. Remember this is at one centre and the vaccines have only been administered for little over a month so these are very much short-term reactions. With the above comment I’ve left Andy Pears’ name in because he has a message we should all be listening to and has very bravely taken action to get that message out.
