The Globe and Mail recently interviewed former chief-prosecutor of the UN International Court for Rwanda. Judge Arbour acknowledged, 22 years after the fact, that President Paul Kagame was able to turn the ICTR on or off, like a switch.

She also admitted that from the beginning the procescutors knew that there was credible evidence indicating the decision to assassinate President Habyarimana was taken by Kagame himself.

Tiphaine Dickson explains the terrible consequences of the prosecutor’s failure to disclose what they knew about the shooting down of the plane bearing two African Presidents and the decision to proceed while being “hobbled” by Kagame. She also details the overt interference by the US in assisting Kagame in thwarting the UN ICTR.
