In his letter No. 16, Centinel calls out the Founders for their latest skullduggery: They are writing off their debts to the Union - using the very language of the Constitution!
Through legislative gymnastics they are absolving themselves of their financial obligations. By eliminating ex-post-facto laws that bind them to their fiduciary requirements, they are, in essence, shifting responsibility away from themselves and onto the new government, and by extension, their fellow citizens. Centinel laments that, while his own state of Pennsylvania has honored its debts, it will be taxed at the same levels as those states which have contributed little - or nothing - to the fledgling nation since the Revolution.
